is there any c# compliance dll for TWAIN? how to develop c# complaint dll of TWAIN?

I'm not sure what you mean by "c# compliance dll for TWAIN". If you are looking for a TWAIN SDK that can be embeded into your C# application, you can try Dynamic Web TWAIN.
